Readers Write: Why suicide rate fell in Japan; Gun ownership for self-defense is based on fear

Letters to the Editor for the March 11, 2013 weekly print issue:?It is the young people of Japan who really deserve the credit for a decrease in suicides ? not the government; Large numbers of citizens carrying a gun for?self-defense shifts America from the 'land of the free, home of the brave' to 'land of the restricted, home of the fearful.'

The real reason suicides fell in Japan

The Feb. 4 One Week dispatch "Suicides fall in Japan"?reported some good news: The number of suicides there fell below 30,000 for the first time in 15 years. But the analysts' references in the article give too much credit to the government for the decrease ? noting its efforts to fund suicide prevention programs.

It is the young people of Japan who really deserve the credit. The suicide rate among the young has been high because Japan is a homogeneous society with one path to success. If high school graduates fail to pass their college entrance examinations, they are labeled failures. Self-reproach sometimes leads them to suicide. But now they are talking to each other on the Internet. They are beginning to set their own standards of success. Fewer of them are living to please others. They are thinking for themselves. They are more experimental in the way they act and dress.

Government has little to do with that. Incidentally, the suicide rate in Sweden is also very high, and that country is one of the most socialized and government-intrusive democracies there is.

Stop giving in to fear

The Feb. 18 cover story,?"My Gun," is an interesting and, I might add, courageous attempt to examine the phenomenon of gun ownership in America. It is a powder keg of an issue.

While I understand the rationale of gun ownership for hunters and target shooters and a few other gun enthusiasts, I think a very basic trend is being missed. The large number of people who now feel they have to "carry" for self-defense actually represents a shift from "land of the free, home of the brave" to "land of the restricted, home of the fearful." We should rethink this.

Personally, I refuse to walk around in my own country afraid of what is around every corner. It is true, what we have to fear is fear itself. I urge my fellow Americans to stand tall and stop giving in to fear.

Suicide bomber kills 2 in northwestern Pakistan

PESHAWAR, Pakistan (AP) ? A suicide bomber blew himself up near a police van in northwestern Pakistan on Tuesday, killing at least two people, police said.

Local police official Zaheer Khan said 10 people were also wounded in the attack in the district of Bannu in the Khyber Pakhtunkhwa province bordering Afghanistan. Initial reports suggested the attacker was on foot and targeted a police van near a police station, Khan said.

Khan said rescuers transported the dead and wounded to a nearby hospital, where some of the injured were listed in critical condition.

No one immediately claimed responsibility for the attack but suspicion fell on Pakistani Taliban who often target police and security forces deployed there. The district of Bannu is located just outside the North Waziristan tribal region where several Pakistani, Afghan and al-Qaida-linked militant groups are based.

In a separate incident, a bomb disposal expert died Tuesday while defusing a roadside bomb in the northwestern city of Peshawar, senior police official Javed Khan said. He said it was unclear who had planted that bomb, and officers were still investigating.

Meanwhile, gunmen shot and killed a senior official of the Election Commission of Pakistan in the southwestern city of Quetta on Tuesday, the city's deputy police chief Fayaz Sumbal said. He said the slain official, Zia Ullah, was driving through the city in his car at the time.

No one claimed responsibility for the assassination. It was the first such attack against officials from the ECP ahead of the upcoming parliamentary elections, which are hugely significant for Pakistan because they will mark the first time a civilian government has completed a full five-year term and transferred power through the ballot box.

In Pakistan, past governments have been ousted in military coups or dismissed by presidents allied with top generals.

Colorado gun control: Can state with pro-gun past enact new restrictions?

Colorado has a cultural history of gun ownership. It was also the site of two high-profile shootings. Five gun-control proposals are now moving through the Democratic-majority legislature.

By Amanda Paulson,?Staff writer / March 11, 2013

A poster with the faces and names of the young victims of the Sandy Hook School shooting rests on the desk of State Senator Angela Giron (D), during a debate period for one of several gun-control bills before the Colorado Legislature, at the State Capitol, in Denver, Monday. Colorado will become the first state after New York to enact significant gun-control legislation in the wake of the December shooting in Newtown, and the first swing state to do so.

Colorado has become a focal point in the gun-control debate, as a package of restrictions on gun ownership advance through the legislature and appear on track to become law.

'; } else if (google_ads.length > 1) { ad_unit += ''; } } document.getElementById("ad_unit").innerHTML += ad_unit; google_adnum += google_ads.length; return; } var google_adnum = 0; google_ad_client = "pub-6743622525202572"; google_ad_output = 'js'; google_max_num_ads = '1'; google_feedback = "on"; google_ad_type = "text"; google_adtest = "on"; google_image_size = '230x105'; google_skip = '0'; // -->

If that happens, Colorado will become the first state after New York to enact significant gun-control legislation in the wake of the December shooting in Newtown, Conn., and the first swing state to do so.

A state with a libertarian bent and a cultural history of gun ownership, for hunting as well as protection and recreation, Colorado has also been the site of two of the most high-profile mass shootings ? this past August in the Aurora movie theater and Columbine High School in 1999. A swing state, it?s also under Democratic control for the first time in years (the governor, House, and Senate are all Democratic) ? though many of those Democrats are moderates who are also champions of gun rights.

Last week saw heated debate in the state?s Capitol that went, in some cases, well into the night. Star national witnesses from both sides of the issue appeared to testify, including Mark Kelly, husband of former Arizona Congresswoman Gabrielle Giffords, shot by a Tucson gunman. At one point, a small plane flew overhead with a message for Gov. John Hickenlooper: ?HICK: DO NOT TAKE OUR GUNS!?

Underscoring the importance of the Colorado outcome, Vice President Joe Biden has called some state lawmakers personally, while National Rifle Association head David Keene met privately with Governor Hickenlooper.??

?There?s a lot at stake, and it?s been an incredible battle,? says Floyd Ciruli, a Colorado pollster and political analyst. ?There?s a sense among the proponents [of the bills] that what comes out of Colorado may then have some influence on Washington thinking, and could definitely go into other states.?

What had grown into a package of seven bills has now shrunk to five. The bills still being considered include the following:

? A universal background check bill that would close some loopholes, including for private sales. The bill has passed both houses, and headed back to the House for another vote after passing the state Senate on Monday.

? A bill limiting magazine capacity to 15 rounds. Opponents had hoped they might have won over enough Democrats to kill it, but the bill passed the Senate Monday by one vote.?Two Republican lawmakers said they will disobey it if it becomes law.

? A bill to keep guns out of the hands of those convicted of domestic violence offenses or under protection orders.

? A bill requiring in-person, rather than online, training for concealed carry permits.

? A bill requiring gun purchasers to pay for their own background check.

The background-check and magazine-limit bills have been among the most controversial ? and, say proponents, could have the most effect.

?I think clearly Colorado is sending a message to the rest of the nation,? says Tom Mauser, a gun-control advocate since 1999, when his son, Daniel, was killed in the Columbine shooting. ?It?s traditionally been a pro-gun state. I think the message is that you can be pro-gun and respect gun rights and still say that you?ve got to have some limits on things.?

China Suggests Setting Rules for Cyberwar Games

As it continues to deny accusations that its army is involved in serial computer hacking, China is now also asking for worldwide rules and cooperation on Web-based espionage. China cited the lack of international definitions and regulations on cyberespionage as part of its first round of denials against the landmark report by security firm Mandiant.

Even Mummies Had Heart Disease

Long thought to be a modern disease related to contemporary lifestyles, atherosclerosis was common among ancient people as well, a new study found.

Whole body CT scans of 137 mummies from four different ancient populations revealed heart and vascular calcifications consistent with atherosclerosis, reported Dr. Randall Thompson of St. Luke's Mid America Heart Institute in Kansas City, Mo., and colleagues.

"We were most surprised to find atherosclerosis among hunter-gatherers, whose varied diet and active lifestyle would presumably place them at low risk," he told MedPage Today.

Read this story on www.medpagetoday.com.

The findings were reported online in The Lancet and at the American College of Cardiology meeting in San Francisco.

"The presence of atherosclerosis in premodern human beings suggests that the disease is an inherent component of human aging and not associated with any specific diet or lifestyle," the researchers concluded.

"What makes this so exciting is the sample size from four different regions of the ancient world," said Dr. Miguel Quinones of Weill Cornell Medical College.

While atherosclerosis has been found in mummies before, this is the largest study of its kind, said Quinones, who is scientific chair of the meeting.

For example, calcification consistent with atherosclerosis was identified by CT scanning in arteries of the naturally mummified "Iceman" from 3,000 BCE who was discovered in modern Italy.

And Thompson and colleagues have previously found evidence of atherosclerosis on CT scans of Egyptian mummies from several dynasties.

Quinones said he believes that ancient people probably had a more benign form of atherosclerosis.

"The modern diet and lifestyle may have changed it into a more aggressive form," he said.

The current study sought to determine whether something inherent to the Egyptian culture, such as a rich, high-fat diet, predisposed them to atherosclerosis, or whether atherosclerosis was common in other ancient societies as well.

For the study, dubbed HORUS for an ancient Egyptian deity, the researchers obtained whole-body CT scans of 137 mummies from four geographic regions or populations spanning more than 4,000 years: ancient Egypt, ancient Peru, the Ancestral Puebloans of southwest America, and the Unangan of the Aleutian Islands in current-day Alaska.

Atherosclerosis was regarded as definite if a calcified plaque was seen in the wall of an artery and probable if calcifications were seen along the expected course of an artery.

As determined by a panel of seven cardiovascular imaging physicians, probable or definite atherosclerosis was noted in 47 (34%) of the mummies overall: 25 had definite and 22 had probable disease.

Moreover, the scans detected evidence that then -- as now -- the disease spanned continents: 29 of the 76 Egyptian mummies, 13 of the 51 Peruvian mummies, two of five Ancestral Puebloans, and three of the five Unangan hunter gatherers.

Atherosclerosis was present in the aorta in 28 mummie (20 percent), iliac or femoral arteries in 25 (18 percent), popliteal or tibial arteries in 25 (18 percent), carotid arteries in 17 (12 percent), and coronary arteries in six (4 percent).

Of the five vascular beds examined, atherosclerosis was found in one to two beds in 34 (25 percent) mummies, in three to four beds in 11 (8 percent), and in all five beds in two (1 percent).

The scans also revealed that the mean age of death was 43 for those with atherosclerosis, compared with 32 for those without it.

Asus’s 18-inch Transformer All-in-One runs both Android and Windows 8, starts at $1300

windows-8-dropcap

The gigantic tablet-desktops we saw at the Consumer Electronics Show are heading to stores, beginning with the Asus Transformer All-in-One that wowed us in Las Vegas. Asus just announced that the tablet-desktop hybrid will be heading to North America some time between April and June, so it?ll be ready for dorm rooms and back-to-school season.

As we mentioned in our hands-on coverage, the Transformer AiO is basically two computers in one. The 18.4-inch IPS tablet-display is powered by a quad-core Nvidia Tegra 3 processor, while the base of the desktop dock has a built-in third-generation Intel core chip with Nvidia GeForce GT 730M discrete graphics that turns the slate into a serious machine.

When you detach the tablet from its base, the screen becomes a table-sized slate that you can either run Windows 8 or Jelly Bean (Android 4.1). You can either take advantage of its 178-degree wide viewing angle and 10-point multi-touch display by playing Fruit Ninja with friends, or enjoy editing your Excel spreadsheet on an 18.4-inch touchscreen via Asus? wireless Remote Desktop technology. The slate?s 1920 x 1080 pixel resolution means you won?t be staring at pixelated HD movies but YouTube is another matter. At 0.7-inch thick and 5.3-lbs, the Transformer has about the same heft as a standard laptop but we don?t expect you to travel with this bad boy. Asus claims this Transformer tablet can last 5 hours before it needs to be plugged in, but we?ll have to put it to the test in a more thorough review.

Slide the tablet into the ?PC Station? dock and the tablet becomes an all-in-one desktop with a touchscreen. The Transformer AiO comes with a keyboard and mouse along with the computer dock and tablet, so the machine is ready for any way you?d like to use this convertible device. Not only is the base embedded with an Intel processor and discrete graphics, it also offers four USB 3.0 ports and a HDMI-out port, in case you want to set up multiple monitors.

Starting at $1300 for configuration with the third-gen Core i5 CPU, the Transformer AiO from Asus won?t come cheap, but might be worth the costs if you need to flexibility and space efficiencies of a detachable tablet-display running two different OSes.

Arkansas adopts most restrictive U.S. abortion law

LITTLE ROCK, Ark. (AP) ? Arkansas now has the nation's most restrictive abortion law ? a near-ban on the procedure from the 12th week of pregnancy ? unless a lawsuit or court action intervenes before it takes effect this summer.

Lawmakers in the Republican-dominated Legislature defied Gov. Mike Beebe, overriding the Democrat's veto. The House voted 56-33 on Wednesday to override Beebe's veto, a day after the Senate voted to do the same.

The votes come less than a week after the Legislature overrode a veto of a separate bill banning most abortions starting in the 20th week of pregnancy. That bill took effect immediately after the final override vote, whereas the 12-week ban won't take effect until this summer.

Abortion rights proponents have said they'll sue to block the 12-week ban from taking effect. Beebe warned lawmakers that both measures would end up wasting taxpayers' money with the state defending them in court, where, he said, they are likely to fail.

The measures' supporters, who expected court challenges, were undaunted.

"Not the governor, nor anyone else other than the courts, can determine if something is constitutional or unconstitutional," Rep. Bruce Westerman, a Republican from Hot Springs, said in urging his colleagues to override Beebe.

Bill sponsor Sen. Jason Rapert, a Republican from Conway, watched the vote from the House gallery and said a number of law firms have offered to help the state defend the laws in court, if it comes to that.

"I'm just grateful that this body has continued to stand up for the bills that have passed. The eyes of the entire nation were on the Arkansas House of Representatives today," he said.

Beebe rejected both measures for the same reasons, saying they are unconstitutional and that they contradict the 1973 Roe v. Wade ruling that legalized abortion until a fetus could viably survive outside the womb. A fetus is generally considered viable at 22 to 24 weeks.

"The Arkansas Legislature has once again disregarded women's health care and passed the most extreme anti-women's health bill in the country," said Jill June, the CEO of Planned Parenthood of the Heartland. "With this bill, the Arkansas Legislature will force many women to seek unsafe care."

The 12-week ban would prohibit abortions from the point when a fetus' heartbeat can typically be detected using an abdominal ultrasound. It includes exemptions for rape, incest, the life of the mother and highly lethal fetal disorders. The 20-week prohibition, which is based on the disputed claim that a fetus can feel pain by the 20th week and therefore deserves protection from abortion, includes all of the same exemptions except for fetal disorders.

Six Democrats joined with Republicans in voting to override the veto of the 12-week ban. Last week, only two Democrats voted to override the veto of the 20-week ban.

"I think a lot of people felt some pressure after the last vote," said House Minority Leader Greg Leding, a Democrat from Fayetteville.

The measure is among several abortion restrictions lawmakers have backed since Republicans won control of the House and Senate in the November election. Republicans hold 21 of the 35 Senate seats, and 51 of the 100 seats in the House. It takes a simple majority in both chambers to override.

Beebe has signed into law one of those measures, a prohibition on most abortion coverage by insurers participating in the exchange created under the health care law.

Rep. Ann Clemmer, a Republican of Benton serving her third term in the House, asked her colleagues to support the override attempt, saying her votes on anti-abortion bills this year were the first time she could fully express her view on the issue at the Capitol. When Democrats held control, such bills never made it this far.

"If I say that I'm pro-life, at some point I have to do something about what I say I believe," said Clemmer, the bill's sponsor in the House.

Unlike the 20-week ban, which took effect immediately, the 12-week restriction won't take effect until 90 days after the House and Senate adjourn. Lawmakers aren't expected to wrap up this year's session until later this month or April.

In vetoing both measures, Beebe has cited the costs to the state if it has to defend either ban in court. The American Civil Liberties Union of Arkansas has vowed to sue if the state enacts the 12-week ban and said it is considering legal action over the 20-week restriction as well.

"I think today, for whatever reason, the Arkansas House turned its back on the women of Arkansas and said, we don't think you're capable of making your own decisions," said Rita Sklar, ACLU of Arkansas' executive director. Sklar said the group planned to file suit in federal court in the next couple weeks.

Beebe noted that the state paid nearly $148,000 to attorneys for plaintiffs who successfully challenged a 1997 late-term abortion ban.

The original version of Rapert's bill would have banned abortions as early as six weeks into a pregnancy, but he changed the measure after facing resistance from some lawmakers worried that it would require the use of a vaginal probe.

Women who have abortions would not face prosecution under Rapert's bill, but doctors who perform abortions in violation of the 12-week ban could have their medical licenses revoked.

EU court rebuffs Poland over CO2

Poland has voiced dismay after the European Court of Justice rejected a legal complaint it made about the EU's mechanism for cutting carbon emissions.

About 90% of Poland's electricity is generated from burning coal, a fuel blamed for increased levels of carbon dioxide (CO2) in the atmosphere.

Poland says the EU's distribution of CO2 emission permits is unfair because it uses gas-based benchmarks.

But the ECJ in Luxembourg said the EU Commission had not acted unfairly.

"The Commission did not breach the principle of equal treatment when it decided to treat uniformly installations that are in different situations, due to the use of different fuels, when determining the benchmarks," the court ruling said on Thursday.

In a statement to BBC News, Polish environment ministry spokesman Pawel Mikusek said: "The distribution of allowances based on gas-based benchmarks doesn't fit the Polish economy.

"Sometimes in legal terms something looks good, but in real life it doesn't work."

The EU's Emissions Trading System (ETS) created a market in CO2 emission allowances, meaning that heavy emitters of CO2 have to buy allowances from enterprises that have managed to cut their CO2 emissions. The guiding principle is "the polluter pays".

The market is designed to incentivise firms to adopt low-carbon technologies and practices. But the current low price of carbon - about four euros (?3.5; $5.2) per tonne - is far short of the mid-20s target, meaning there is less incentive to sell CO2 allowances.

The Commission plans to withdraw a large portion of CO2 allowances from the market in 2013-2015 in an effort to boost the carbon price.

'Hard lesson'

Unlike many of its debt-laden EU partners, Poland's economy is still thriving, making it reluctant to impose costs on its heavy industry and power installations which could put it at a disadvantage vis-a-vis neighbours with greener economies.

Enterprises fuelled by coal generally need to buy more allowances than those using gas, because their CO2 emissions are higher.

In 2011 the UK accused Poland of blocking an EU effort to set a higher target for cuts in CO2 emissions. The goal was to cut the emissions by 30% - up from 20% - by 2020, from 1990 levels.

Mr Mikusek said the CO2 allowance system, managed by the European Commission, "gives a clear advantage to companies not as heavily based on coal as we are".

It is too early to say if Poland will appeal against the ruling, he added.

"Now we need to sit and read the whole document, analyse it legally," he said, adding that Poland "had to learn this lesson the hard way".

Poland believes EU energy policy should be co-ordinated with global policy, Mr Mikusek said.

"What we do in Europe should be connected. It shouldn't be our part of the world that is doing something different from other parts, if other parts are doing less."

The EU wants China and the US - the world's biggest CO2 polluters - to agree on more ambitious targets to limit climate change. On current trends the world will miss the target of keeping the rise in temperatures below 2C, which experts say increases the risk of drought and rising sea levels.

Disney working on standalone Star Wars movies

(AP) ? Star Wars fans have more than just Episodes 7, 8 and 9 to look forward to.

Disney CEO Bob Iger said at the annual shareholders meeting in Phoenix on Wednesday that the company is developing "some standalone movies" featuring Star Wars characters.

The news is likely to set off a new round of speculation about what's in store for the Lucasfilm franchise. The buzz has been at fever pitch levels since The Walt Disney Co. said in October it was acquiring the studio for $4 billion.

Iger didn't say which characters might be featured in the standalone films. Some Star Wars characters such as bounty hunter Boba Fett have been given bigger treatments in comic books.

Hollywood reimburses police union for attorney fees

The Broward County Police Benevolent Association received a $3,500 check this week from Hollywood to cover its attorney?s fees after it sued the city last year citing a slow response to a public records request.

In February 2012, the PBA sued the city after it didn?t receive a response to a request for public records dealing with the city?s finances. The union had asked the city for documents and financial statements associated with the city?s reserve account.

Union President Jeff Marano said the city didn?t respond to the request for three months.

A judge ruled over the summer that city had to cover the union?s court costs.

City spokeswoman Raelin Storey said the document the union requested did not exist at the time the union requested. She said it took 45 days for the city to respond, but as soon as the document was ready it was sent.

I wanted to see how well Renoise would handle this kind of project. It holds up pretty well, though the samples could use some work.

    Listen on Soundcloud.com

Sorry about the file size, but multisampled instruments.

Bonus points for anyone who figures out how I put it together.

I don't know how exactly you put it together.. But.. Your exciter and eq settings are very nice. I also like the way you panned your sends... As far as the music itself, I found it, "cinematic, and really nice to zone out and listen."

    Keep at it..

    Cheers

I woke up with my mind on the floor...

The idea of panned reverbs was an idea I got from Ill Gates in talking about how to get a more stereo sound with out resorting to expansion. It works really well with more cinematic music. Thanks for the listen.

Safety focus on the health and fitness of seafarers |

Commercial fishing and other maritime work is inherently dangerous. In fact, commercial fishing is America's most dangerous industry. When seafarers board their vessels and navigate machinery in uncertain weather conditions in open water, they require every possible safety precaution in order to prevent maritime injuries and wrongful death. One key precautionary measure is too often overlooked.

Seafarers spend a considerable amount of time ensuring that their vessels and equipment are properly maintained. They ensure that they are adequately trained in their jobs and in safety procedures. But mounting evidence suggests that maritime workers and their employers do not spend enough time or resources ensuring that anyone operating a seafaring vessel is fit and healthy.

In an effort to address this critical safety issue, a new website called Training on Board was recently created and launched. Its aim is to educate seafarers on the link between physical health and safety. In particular, the site emphasizes good nutrition and physical training as a way to combat fatigue and other health-related safety concerns.

To foster the spirit of friendly competition that often exists on maritime vessels, the site allows workers to record their workouts either individually or in competition with other crews. By tapping into the very mental strength and commitment that makes maritime workers who they are, this initiative aims to aid them in improving their fitness and overall health.

Like firefighters, law enforcement, forestry workers and military service members, the safety of maritime workers largely depends on their levels of physical fitness. This new site will hopefully inspire both maritime employers and employees to spend valuable time and resources ensuring the health of those who daily risk life and limb out on the water.
