Buttonwood: Duncan dough notes ? Financial Press

FEW can claim to have predicted the scale of the financial meltdown of the past few years, but Richard Duncan, an economist with a career in finance, made a good attempt. His book ?The Dollar Crisis?, published in 2002, argued that the post-Bretton Woods financial system had led to huge global imbalances and a credit bubble that would end in collapse.

Mr Duncan erred in thinking that the crisis would be prompted by a dollar implosion. But his analysis, again highlighted in his latest book, ?The New Depression?*, still seems acute. Ending the Bretton Woods system of fixed exchange rates, and the dollar?s link to gold, enabled countries to finance persistent current-account deficits. This in turn sparked huge and occasionally destabilising flows of cross-border capital and a massive burst of credit creation. Total credit in the American economy passed $1 trillion in 1964; by 2007, it had exceeded $50 trillion.

This debt explosion showed up not in consumer prices but in asset prices, notably in property. The cycle was self-reinforcing: banks lent money to people to buy property, causing prices to rise, making banks more willing to lend, and so on.

To explain the process, Mr Duncan outlines his ?quantity theory of credit??adapting Irving Fisher?s equation on the relationship between money supply and prices. Instead of MV=PT (the money supply times the velocity of circulation equals the price level times the number of transactions), he suggests CV=PT. The C stands for the total credit in the economy, while V is the turnover of credit. More credit, extended more often, means higher asset prices.

This bit of the book needs more detail, and some data on how his theory is supposed to have worked. The Fisher equation is a truism: the amount of money spent equals the value of goods bought. It is not intuitively obvious that the Duncan equation meets the same standard. Some debt is used to buy consumer goods, some to buy financial assets such as shares, some to buy real assets such as property. It is not clear how these should be aggregated, or indeed how to treat those assets and goods that are not bought with credit.

Still, Mr Duncan has surely grasped a wider truth. During the boom, policymakers ignored rising asset prices?and indeed welcomed them as evidence that all was well?and disregarded accompanying private-sector credit growth. But when asset prices collapsed, and the banks got into trouble, some of that private-sector debt ended up on the public balance-sheet, leading to the current phase of the crisis.

At this point, you might expect Mr Duncan to call for a return to the gold standard. Far from it. The debt deflation that would be necessary to return the credit supply to a level commensurate with the gold standard ?would destroy the world as we know it?, he writes.

Nor does Mr Duncan have much truck with the demands of the tea-party types. He thinks the American government should run big fiscal deficits for the foreseeable future to counteract the lack of private-sector demand for credit. Japan has been able to finance a much higher government debt (in relation to its GDP) without difficulty. But he thinks this spending should be used to improve the economy?s long-run potential. He calls for a programme, costing perhaps $1 trillion over ten years, to invest in solar energy. This might cut the cost of energy by 90%, he claims, delivering a huge productivity gain.

Sadly for Mr Duncan, there is no real prospect of such a project receiving political approval in America. And the massive fiscal stimulus which he thinks ?the most probable scenario? for 2013 is unlikely to occur even if there is a Democratic sweep in November?s elections.

That may leave the economy reliant on the Federal Reserve, and more quantitative easing (QE), a policy which Mr Duncan believes is having diminishing returns. A third round of QE will have a short-term wealth impact (via the stockmarket) but will quickly lead to higher inflation. Much more apocalyptic scenarios may unfold.

If some of Mr Duncan?s predictions look unlikely, the book is well worth reading for its analysis. Policymakers interfere heavily in the modern economy, not just via tax-and-spend policies but also through monetary policy, manipulating the level of interest rates to boost demand. This is not capitalism, he suggests, but ?creditism?. It is this system which has broken down, and unless you understand it, you will not be able to fix it.

(AP) ? The Obama administration on Saturday declared Afghanistan the United States' newest "major non-NATO ally," an action designed to facilitate close defense cooperation after U.S. combat troops withdraw from the country in 2014 and as a political statement of support for Afghanistan's long-term stability.

U.S. Secretary of State Hillary Rodham Clinton made the announcement shortly after arriving in the country for talks with Afghan President Hamid Karzai.

"We see this as a powerful commitment to Afghanistan's future," she said at a news conference in the grand courtyard of Kabul's Presidential Palace. "We are not even imagining abandoning Afghanistan."

Clinton insisted that progress was coming incrementally but consistently to the war-torn nation after decades of conflict. "The security situation is more stable," she said. Afghan forces "are improving their capacity."

At the news conference, Karzai welcomed Clinton to Kabul and thanked the U.S. for its continued support.

Clinton repeated the tenets of America's "fight, talk, build" strategy for Afghanistan. The goal aims first to defeat dangerous extremists, win over Taliban militants and others willing to give up violence and help in the long reconstruction of Afghanistan ahead.

Fighting still rages as Afghan and U.S.-led coalition forces battle insurgents in the mostly eastern part of the country. Although casualties have fallen among foreign forces as the United States and other nations begin a gradual withdrawal, 215 coalition soldiers were killed in the first six months of the year ? compared to 271 in the same period last year.

Reconciliation efforts haven't gained steam, but Clinton said she was pleased to be meeting the foreign ministers of Afghanistan and Pakistan together in Tokyo ? a three-way relationship seen as key to stabilizing Afghanistan.

From Kabul, Clinton and Karzai were heading separately to Japan for an international conference on Afghan civilian assistance. Donors were expected to pledge around $4 billion a year in long-term civilian support.

Clinton stressed the importance of the pledges for civilian aid. Afghanistan's cash-strapped government is heavily dependent on foreign largesse, and any significant drop-off in financial assistance after 2014 could set back the country's development.

Asked about the systemic corruption that has plagued the Afghan government, Clinton said the U.S. was working hard with Afghan authorities to eliminate fraud, mismanagement and abuse. She said the meeting in Tokyo would include accountability measures to ensure that money sent to Afghanistan benefits the Afghan people.

"This is an issue the government and the people of Afghanistan want action on, and we want to ensure they are successful," Clinton said.

Nations that once gave more generously to Afghanistan are now seeking guarantees that their taxpayer money will not be lost to corruption and mismanagement.

International donors say that many promises to crack down on corruption have not been carried out. Some highly placed Afghan officials have been investigated for corruption but seldom prosecuted, and some of the graft investigations have come close to the president himself.

In Tokyo, representatives from some 70 countries and organizations will establish accountability guidelines to ensure that Afghanistan does more to improve governance and finance management, and to safeguard the democratic process, rule of law and human rights ? especially those of women.

On the major non-NATO ally designation, Clinton said Afghanistan would have access to U.S. defense supplies and training and cooperation.

"This is the kind of relationship that we think will be especially beneficial as we plan for the transition," she said. "It will help the Afghan military expand its capacity and have a broader relationship with the United States."

Designating Afghanistan as a major non-NATO ally was part of a Strategic Partnership Agreement signed by Presidents Barack Obama and Karzai in Kabul at the beginning of May.

On July 4, the U.S. ambassador to Afghanistan, Ryan Crocker, and the country's foreign minister announced that the two countries had completed their internal processes to ratify the agreement, which has now gone into force.

The declaration allows for streamlined defense cooperation, including expedited purchasing ability of American equipment and easier export control regulations. Afghanistan's military, which is heavily dependent on American and foreign assistance, already enjoys many of these benefits. The non-NATO ally status guarantees it will continue to do so.

Afghanistan becomes the 15th such country the U.S. has declared a major non-NATO ally. Others include Australia, Egypt, Israel and Japan. Afghanistan's neighbor Pakistan was the last nation to gain the status in 2004.

Clinton arrived in Afghanistan from Paris, where she attended a 100-nation conference on Syria.

Traditional Wedding Anniversary Gifts | Internet Contents

It?s customary for married couples to celebrate their wedding anniversaries and tradition states that there are certain types of gifts that are appropriate to give for each anniversary. These gifts traditionally represent materials that symbolize a marriage built in strength. They appear to have evolved during medieval Europe, when women were presented with wreaths of silver for the twenty-fifth anniversaries and wreaths of gold for the fiftieth. If you?ve been invited to party for a couple celebrating a major wedding anniversary, use this following list of traditional gift materials coupled with updated gift ideas and you?ll be certain to wow the celebrating couple.

First Anniversary.

The first wedding anniversary is associated with paper. You could give a card, of course, or you could push the envelope a little bit (quite literally, in fact) with a stationary set customized with the couple?s initials. An inspiring book about love also makes a great paper gift.

Second Anniversary.

It is tradition to give a gift of cotton for a second anniversary. Clothing may be too personal of a gift to give, although, if you?re close to the couple, a set of matching pajamas would make a charming gift. If that?s too intimate, opt for a decorative pillow with some sort of inscription of love of heart on it.

Third Anniversary.

Leather is the custom for this one. Today it easy to find stylish, leather-adorned items for the home. Try a large picture frame or photo album. If you?re going to album route, why don?t you start it off for the happy couple and add a few picture of them to it before you wrap it up and present it.

Fourth Anniversary.

A fourth wedding anniversary calls for gifts of linen or flowers and fruit. Since it can be quite difficult to find a gift made of linen that?s appropriate for a couple. Stick to fruit and flowers and send a nice big basket of fruit or an edible arrangement.

Fifth Anniversary.

After five years of marriage you?re supposed to give something made of wood. You?ll have a lot of options for this one, particularly when it comes of home d?cor. Large wooden bowls make nice gifts as they are as functional as they are easy to look at.

Tenth Anniversary.

A decade of marriage is quite a milestone and, believe it or not, calls for a gift of tin or aluminum. So how do you make this special? It?s easier than you think. Give the couple a selection of beautiful candles that come in tin containers. Or if they?re, tea drinkers, a selection of tea tins. If you hit the antique stores for this one, you?ll find a lot of neat collectable made of tin, as well.

Twentieth Anniversary.

After twenty years of marriage you?re supposed to give a gift made of China. This one?s an easy one. If you know you couple well, you?ll be familiar with their current China collection, so get them a serving piece that complements that collection. If you?d prefer to steer clear of China, opt for a decorative sculpture or figurine.

Twenty-fifth Anniversary.

A twenty-fifth year wedding anniversary is known as the silver anniversary, so it makes sense that the gift you give should be on of silver. Since you?re buying for a couple, you?ll want to steer clear of jewelry and give them something they can both use together. As with most of the aforementioned gifts, items for the home work well. Choose a silver picture frame, a larger charger or a vase.

Thirtieth Anniversary.

The traditional gift for this anniversary is pearl. Aside from jewelry, items made of pearl can be difficult to find. Small pearls spoons make a nice gift. Since they?re generally used for serving caviar, why not present them with a container of caviar for an extra special touch? You could also think outside of the box on this one and get the couple some pearl colored.

Fortieth Anniversary.

A fortieth anniversary is the ruby wedding anniversary. Gems, yikes! Don?t fret. You don?t need be quite so literal on this one (unless you?ve got the means too). Buy something that?s ruby in color, such as a beautiful ruby-color vase or wine glasses. A luxurious ruby-colored throw would make a great gift the couple could share, as well.

Fiftieth Anniversary.

The traditional fiftieth wedding anniversary present is the gift of gold. Keep in mind that most couples who celebrate their fiftieth anniversaries pretty much have everything they need, so your gift doesn?t need to be extravagant or made of real gold, just thoughtful. Gold candlesticks make nice presents. Make it special by offering to cook a candlelit dinner for them one night. A gold-plated frame with a sepia-toned copy of their wedding picture in it also makes a thoughtful gift. Again, it doesn?t need to be expensive just special.

Choosing to give an anniversary gift based on the traditional materials is a fun way to commemorate the occasion. By using some of the ideas in this article you?ll not only touch upon those traditions but also give them a present they will actually use. And remember, gifts are just a token of occasion. The most import detail is that you celebrate the couple and their years of love for one another.
